They provide a definition of sexual misconduct, rather than sexual assault, but their definition is gender-neutral and includes acts other than intercourse. Only online training without bystander intervention training is required upon matriculation, though in-person training with bystander intervention training is offered. Iowa State also has an affirmative consent policy and their definition matches EROC’s definition. The university prohibits and defines retaliation.
A judicial administrator conducts investigations. If the judicial administrator determines no finding of responsibility, then there are a list of options. If the judicial administrator determines that this is an offense that could result in suspension and expulsion, there is one process and if the offense could not result in suspension or expulsion there is another process. The judicial administrator determines sanctions and imposes sanctions, except for suspension and expulsion, which the Dean of Students imposes. Both parties may retain an attorney at their own cost, and attorneys are allowed to participate in the investigative procedures. The judicial administrator, the adjudicator, or the Dean of Students handle appeals. It is unclear whether sanctions go into effect immediately or hold off until the end of appeals. Iowa State University does not specify an investigation timeline, just that investigations should be completed “as promptly as possible”. Investigators are not trauma informed and mediation is not explicitly barred in cases of sexual assault.
It is unclear whether accommodations are available outside of the adjudication process. Counseling services are offered, with a special part of counseling services that is specific to survivors. Iowa State University’s Student Health and Wellness offers STI testing and emergency contraception. The Rape Victim Advocacy Program can help connect survivors with services, and also provide events, programing, survivor advocacy, and accompaniment in seeking services or accompaniment. The school provides information on local resources and rape crisis centers. Campus police are not stated to be trauma informed.
