There is a clear definition of sexual assault that includes acts other than penetration. Howard University appears to not offer any sexual assault prevention training.. The university also has an affirmative consent policy, which matches EROC’s definition. Retaliation is forbidden but no definition of what constitutes retaliation is provided.
An external Title IX investigator conducts investigations. The Provost determines the finding of responsibility and sanctions after receiving the final report from the Title IX Investigator. Sanctions range from restitution and a letter of apology to no contact order (which isn't a disciplinary action), limited suspension, expulsion, counseling and community service. Attorneys appear to be allowed in the investigative process. Appeals of findings of responsibility or of sanctions are not allowed, and sanctions go into effect immediately. Howard University provides an investigative timeline of around 60 days. It is not specified whether investigators are trauma informed. Mediation appears to be used as a possible sanction.
Howard University does not explicitly state that they provide accommodations to survivors outside of the adjudication process. HU Counseling Center provides counseling, but doesn’t specify if counselors are trained in working with survivors. Howard has a Student Health Center, but specific services are not specified. The student health center does not have a sexual assault center and survivors are referred to a local hospital for services. There is an on-campus advocacy program for sexual assault survivors called the Howard University Interpersonal Violence Prevention Program. The university provides information and resources on local rape crisis centers. Howard University does not specify whether campus police are trauma informed, although the HU Interpersonal Violence Prevention Program is supposed to train campus police.
